The revision of the first-level material procurement tender document V1.0 by China Southern Power Grid will be implemented in July

On June 24th, China Southern Power Grid Company organized and held a review meeting for the "Technical Tender Documents of Material Standards Based on Standard Design V1.0 Version". Nearly a hundred representatives from the company's system and 66 manufacturers conducted the final review of the new version of the tender documents for primary and secondary equipment. Starting from July, the new version of the tender document will be officially applied to the company's actual bidding work.

The procurement standard system has become more unified and standardized

One significant issue that the company has faced since implementing integrated management is the lack of uniformity in standards and processes for homogeneous services within the network.

In March this year, the company officially released "Infrastructure Standard Design and Typical Cost V1.0", unifying the standards for feasibility studies, preliminary designs, equipment selection, and refined construction designs in power grid construction. It has become a specific model for the company's standardized and integrated management. To ensure the true implementation of Standard Design 1.0, it is necessary to incorporate it into the procurement tender documents and establish a unified and standardized material procurement standard system for China Southern Power Grid that conforms to international standards. Mo Hong, the deputy chief engineer of the company, said at the review meeting.

Previously, the company gathered experts within the network and spent four months revising the new version of the first-level material procurement tender document in accordance with the requirements of standard design V1.0. It focused on clarifying the interfaces between the primary and secondary, as well as between equipment and civil construction. It also organized experts to conduct two technical reviews and collected feedback from various design institutes and suppliers.

It is understood that the new version of the tender document, on the basis of undertaking the standard design, in combination with the technical specifications and anti-accident measures already released by the company, further clarifies the unified installation method of equipment, the form of civil engineering foundation, and the dimensions of various interfaces, making it more standardized and unified.

The level of standardization and intensification has been further enhanced

"High marketization and openness do not mean low standards or thresholds." " Mo Hong believes that currently, in terms of optimizing material categories, the company still has a certain gap compared with its peers. This year, the company will deepen the optimization of material categories, make great efforts to reverse the situation where there are too many and too numerous material categories and the entry threshold is too low, and improve efficiency and benefits.

In the past, the structure, configuration and parameter types of equipment integrated into the power grid for operation were numerous, making it difficult to conduct targeted risk research and put forward targeted requirements in advance. This also brought risks to the safety of the power grid. After the application of the new tender document, there is a clear entry point for the coordination and management of the operation of the power grid with infrastructure and material management. For each power grid operation mode based on the standard design V1.0, the risks of the power grid can be analyzed and predicted in advance. Mo Hong said.

It is learned that the new version of the tender document deeply integrates the demands of various aspects such as the operation of the China Southern Power Grid system, equipment management, infrastructure management, and material management, enhancing the standardization and intensification of procurement. This has laid a solid foundation for further ensuring the safe and stable operation of the China Southern Power Grid, improving the economic efficiency of power grid operation, and enhancing emergency disaster resistance and customer service capabilities.
